<section class="av_textblock_section"  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  av_inherit_color'  style='font-size:16px; color:#333333; '  itemprop="text" ><p><b>The PHERECLOS Online Platform provides information, inspiration and dedicated services as well as networking functionalities for boosting Open Schooling and science education. It includes news and knowledge as well as tools, services and communities for practitioners. Furthermore, the project has launched an open badge ecosystem, which is embedded in the community section of the platform to display particular engagement for science education. </b></p>
<p><span style="font-weight: 400;">The PHERECLOS project aims to boost Open Schooling and Science Education in Europe and beyond. For supporting this objective, the project has developed and launched a digital platform for supporting teachers and education promoters to get access to relevant information, practices and tools that allow setting up collaboration communities, local education clusters and translational education mentoring partnerships as well as general exchange. The PHERECLOS Mobilization and Mutual Learning Platform (MML-Platform) provides knowledge, services and inspiration as well as a framework for establishing Local Education Clusters and Transnational Education Mentoring Partnerships. </span></p>
<p><span style="font-weight: 400;">The Landing Page provides the main claims, relevant calls for engagement and a brief overview as well as the main pillars of the project. It also lists the partner organizations and highlights the funding as well as contact information. The Project Information section highlights administrative details on the project, the background, objectives, methodology, challenges and the expected impact. Furthermore, it offers reports, videos and briefings on the project. </span></p>
<p><span style="font-weight: 400;">Social media are crucial for staying up to date with latest activities of stakeholders in this field. Therefore, the PHERECLOS platform offers a dedicated “News Section” with relevant and related social media streams, which show the latest social media news that are related to the topic of open schooling. </span></p>
<p><span style="font-weight: 400;">In the “Knowledge Section”, the project partners share latest knowledge with the public in the form of articles that are either provided by the partners, by external experts and practitioners as well as by third-party online media through a creative commons license. </span></p>
<p><span style="font-weight: 400;">As mutual learning and access to information is crucial for activating successful future science education efforts, the PHERECLOS platform provides a dedicated database for finding inspiring practices from a variety of countries. The practices can be browsed and filtered along countries, topic areas, lead organisations as well as level of schools and categories of external partners. In addition to the practices, the platform offers an overview of Local Education Clusters (LECs) and the Transnational Education Mentoring Partnerships (TEMPs), which are set up as part of PHERECLOS. Both the initiatives and the inspiring practices can be accessed through the list and detailed view as well as through a dedicated map provided on the platform. </span></p>
<p><span style="font-weight: 400;">Finally, the Community Module aims at connecting stakeholders, organisations and individuals that are active in promoting Open Schooling and science education through dedicated communication and sharing functionalities. In addition to providing a virtual space for general networking, this section of the platform is especially relevant for the organization of the clustering activities.</span></p>
<h3><b>Open badges ecosystem</b></h3>
<p><span style="font-weight: 400;">Open Badges are a rather new approach for supporting digital citizenship through digital certificates or micro-credentials, which can be displayed and shared through online (social media) profiles. PHERECLOS is building on the idea and the benefits of Open Badges particularly to highlight the engagement of institutions and individual stakeholders towards Open Schooling Culture. </span></p>
<p><span style="font-weight: 400;">The PHERECLOS Open Badges are generic digital badges with multi-purpose cases of application. The Open Badges are blueprints for diverse user scenarios to demonstrate and highlight various types and stages of engagement within Open Schooling programs. Generally, Open Badges are awarded along different criteria depending on the application and issuing institution. This can be the participation at a single event, a training or organization of a whole program. While the Open Badge icon itself reflects the overall engagement, the detailed information on the actual activity and contribution is provided in the meta-data that is included during the process of creating a badge. </span></p>
<p><span style="font-weight: 400;">The project does not intent to create a hierarchical system of competition and rankings but rather designed a structure of tokens of appreciation to meet the objectives of the PHERECLOS project in an empowering and fun way. Open Badges are therefore supposed to be stepping stones in a journey to Open Schooling Culture in our society.</span></p>
<p><span style="font-weight: 400;">The </span><b>PHERECLOS Open Badges</b><span style="font-weight: 400;"> ecosystem aims to:</span></p>

<p><span style="font-weight: 400;">The information about the actual activity as well as context information are digitally included in every badge and can be displayed according to the users and issuers needs. Therefore, while there is only one specific type of badges that reflects a particular for of engagement (e.g. all Sailor Badges look the same), the digital data behind each badge provide details on the actual achievement and are therefore specific. PHERECLOS has launched five different types of badges, which highlight various forms of engagement and contribution to Open Schooling programs. </span></p>

<p><b>PHERECLOS Open Badges</b></p>
<p><span style="font-weight: 400;">A PHERECLOS Sailor is a person showing interest and basic knowledge in the concept of Open Schooling. The Sailor Open Badge is a sign of involvement and participation. It is the first sign of being part of an Open Schooling Culture. The criteria to earn this badge is mainly related to any kind of participation in activities, events and trainings related to the PHERECLOS project.</span></p>
<p><span style="font-weight: 400;">A PHERECLOS Rigger is a person who is taking initiative and playing an active part in Open Schooling Culture. The Rigger Open Badges are earned by contributing and practicing in Open Schooling activities. This might be collaborating in a project as trainer or providing elements in didactical material. </span></p>
<p><span style="font-weight: 400;">A PHERECLOS Machinist is a person who takes care and feels responsible that Open Schooling programs are running well and without major hiccups. The Machinist Open Badges can be earned by facilitating and initiating concrete steps in Open Schooling projects. Machinists are involved in the programs in a more thorough level and provide a secure framework for other participants of Open Schooling programs to contribute with their presence and knowledge. </span></p>
<p><span style="font-weight: 400;">A PHERECLOS Navigator is a person who sets the course and realizes the concept of an Open Schooling program and keeps it on track. The Navigator Open Badge is awarded for organizing and managing an Open Schooling program. This involves navigating the program through different phases of the project and the keeping an eye on the big picture. </span></p>
<p><span style="font-weight: 400;">The PHERECLOS Builder is a person who creates and propagates the ideas of Open Schooling in a wider context and supports the design of new programs. The Builder Open Badge is earned by blueprinting and multiplying the culture of Open Schooling for a wider context. Builders foster the concept of Open Schooling the PHERECLOS project results and learnings from LECs and TEMPs within their networks and other activities related to education and science engagement.</span></p>
<p><span style="font-weight: 400;">The PHERECLOS Open Badges are issued by the project consortium in collaboration with the organizers of activities within the PHERECLOS project. In addition to the consortium partners, this could be leaders of the LECs (Local Education Clusters) or the TEMPs (Transnational Education Mentoring Partnerships). <section class="av_textblock_section"  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  av_inherit_color'  style='font-size:16px; color:#333333; '  itemprop="text" ><p><b>For the implementation of the PHERECLOS Local Education Clusters (LECs) in Poland, Italy, Austria, Finland Portugal and Columbia as well as Denmark, the Netherlands, Romania and the UK, the project analysed policy recommendations and policy incentives at a European and international level that can support the implementation of such programmes. This is on the one hand relevant for the actual project implementation, but on the other also for the sustainability of the project. </b></p>
<p><span style="font-weight: 400;">The main common elements of school systems as well as legislations that have been analysed are general education provisions for children between ages 6 and 14, and efforts to improve the quality of education provision. From the overview of international treaties relevant in the field of the right to education, international policy trends and recommendations as well as common European trends in education policy, it can be claimed that more effort needs to be done to meet internationally agreed goals such as Sustainable Development Goals or education benchmarks of the European Union.</span></p>
<p><span style="font-weight: 400;">For schools require a relatively high level of autonomy to be able to adopt an ‘open-schooling’ approach. This includes the school leader to choose their partners and also the teachers to choose teaching tools and methods. A flexible curriculum makes implementation easier, but at the same time it is not a mandatory pre-requisite. At the same time, legislation regulating and limiting movement of people in and around school may also cause a problem for such initiatives to be successful. Another consideration is budget, since equitable and inclusive solutions need to be organised in a way that do not burden the general budget of schools and families. Hence, additional funds are needed.</span></p>
<p><span style="font-weight: 400;">The countries that were analysed in this document vary greatly in the level or autonomy and stakeholder involvement, both having a major impact on a school’s ability and willingness to enter into an open schooling partnership. However, in the majority of partner countries school leaders enjoy a wide autonomy. At the same time, budget might not be available at the school for new or non-regular activities. This might cause an inclusion problem in case there is no funding for the participation of disadvantaged students.</span></p>
<p><span style="font-weight: 400;">The success of open schooling partnerships can also depend on the regulatory framework for external activities or activities provided in the school by external people. National practices and regulations must be taken into account when developing open schooling partnerships, programmes and activities. In this sense the current policy analysis supports the core idea of PHERECLOS, where the consortium will only provide a very broad frameworks for its future open schooling activities in LECs and TEMPs in order to ensure sufficient flexibility. However, the main aim would be that open schooling activities fall under core school activities, where teachers have the freedom of choice of teaching methods for inclusiveness. This of course requires a better financing of schools for such types of activities.</span></p>
<p><span style="font-weight: 400;">While providing the baseline for the local activities, the insights also inform advocacy and exploitation activities, which will be addressed at later stages of PHERECLOS. The analysis however clearly shows that the consortium needs to develop policy and practice advocacy tools targeting various decision makers, decision-making levels and stakeholders. </span></p>

<section class="av_textblock_section"  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  av_inherit_color'  style='font-size:16px; color:#333333; '  itemprop="text" ><p><b>The implementation of Open Schooling as a strategy requires a process of institutional learning and a fundamental change in how schools are perceived by various stakeholders. In order to get their commitment, evidence needs to be based on authentic first-hand insight into well proven practices, as well as on a thorough analysis of policies and structures which are relevant for the school sector. For this reason, PHERECLOS has dedicated a separate Work Package to advocacy activities, delivering policy recommendations and supporting upscaling to ensure the long-term and widest possible impact of the project.</b></p>
<p><span style="font-weight: 400;">From the first quarter of the project, Advocacy Meetings are being arranged, rolled-out and documented in different stages of the project implementation. The relations established in physical meetings is providing a basis for continuous peer counselling and monitoring by advocacy groups in order to inform the implementation of the Local Education Clusters (LECs) from all stakeholder perspectives throughout the entire implementation phase in the most reliable and efficient way.</span></p>
<p><span style="font-weight: 400;">In addition to physical meetings and in order to support local advocacy work, concise and targeted briefing instruments, briefing papers have been prepared in order to address a wider range of LEC actors in the development process of innovative models of cooperation in education. The development of Briefing Papers has been informed by the first Advocacy Meeting where local advocacy needs had been mapped.</span></p>
<p><span style="font-weight: 400;">They have been developed in a way that can support local advocacy work towards various levels of policy making, focusing on thematic areas identified by LEC partners as possible barriers, but each taking the perspectives of main open schooling stakeholders: school students, teachers, school heads, parents and teacher training into account. Further on, the Briefing Papers and the practical experiences of LEC partners will provide a basis for the formulation of the Advocacy Toolkit and Policy Recommendations, which will be delivered in the final stage of the project.</span></p>

<p><span style="font-weight: 400;">The Briefing Papers inform the reader on the core themes that are presented and the practical recommendations inform for example about how an approach can be used for the benefit of the LEC, how stakeholders can be engaged or how sustainability through additional funding can be secured. </span></p>
<p><span style="font-weight: 400;">As the Briefing Papers were developed during the global school closure period due to the COVID-19 virus, an additional Paper was added on the lessons-learned from COVID-19. Each Briefing Paper is an individual document that can be used separately for advocacy work. They are bearing in mind that LEC partners, or any advocate for the PHERECLOS model or open schooling in STEAM education for that matter, will select the themes and topics that are relevant in their context. <section class="av_textblock_section"  itemscope="itemscope" itemtype="https://schema.org/BlogPosting" itemprop="blogPost" ><div class='avia_textblock  av_inherit_color'  style='font-size:16px; color:#333333; '  itemprop="text" ><p><b>Classroom-centred teaching and learning is often disconnected from day-to-day life of the community. Both schools and universities are challenged by the discussion about the societal relevance of their achievements and their level of interaction with society. This is visible in current debates about societal connectivity, ranging from models of “Third Mission of Universities”, “Responsible Research and Innovation” to “Swafs” or “Community Based Learning”. </b></p>
<p><span style="font-weight: 400;">PHERECLOS will develop models and recommendations for new ecosystems in education, where schools will become a hub of a community to embark on new engagement strategies in STEAM (science, technology, engineering, arts and mathematics), in fostering individual educational pathways towards higher education in reflection of the 21st century skills.</span></p>
<p><span style="font-weight: 400;">PHERECLOS (“Partnerships for pathways to Higher Education and science engagement in Regional Clusters of Open Schooling”) builds upon the theory of science capital and the experience that Children’s Universities (CUs) have made in the additional activities of universities. With their engagement with children and young people, they became intermediaries between various actors in the educational and social landscape. As translators of the concerns, messages and knowledge of other parties (incl. business and industry, the state, civic society organizations etc.) they help to dismantle institutional boundaries of universities towards a wider society – and thus became incubators of change in education.</span></p>
<p><span style="font-weight: 400;">The project, which has been funded for a duration of 36 months under the European Union’s Horizon 2020 program in the call SwafS-01-2018-2019 (“Open schooling and collaboration on science education”), develops models of collaboration in education. </span></p>
<p><span style="font-weight: 400;">The project partners, Kinderbüro Universität Wien GmbH (Austria), SYNYO (Austria), University of Innsbruck, Junge Uni (Austria), University of Silesia in Katowice (Poland) Universität Wien (Austria) European School Heads Association (Netherlands), University of Copenhagen (Denmark), Stichting International Parents Alliance (Belgium), Snellman EDU’s Children University (Finland), Children University of the Lodz University of Technology (Poland), University of Porto (Portugal), Sissa Medialab (Italy), University EAFIT Children’s University (Colombia), Asociata Universitatea Copiilor (Romania) and the Teacher Scientist Network (United Kingdom) follow an approach of Open Schooling in six local education clusters, which include many of the mentioned stakeholders. </span></p>
<p><span style="font-weight: 400;">These collaborative learning environments serve as experimental testbeds for schools and affect the quality of sciences engagement opportunities in general. The regional effectiveness and impact will lead to the development of implementation guidelines and policy briefs to enhance the sustainability of the overall approach, which is continuously informed by findings from academic implementation research. </span></p>
