Improving the uptake of EU text and data mining in Brussels

On 29 March, FutureTDM held our second workshop on improving the uptake of EU text and data mining (TDM) in Brussels.

Kindly hosted by leading copyright MEP Catherine Stihler at the European Parliament, the event was moderated by Dr Paul Ayris, Co-Chair of the League of European Research Universities (LERU) INFO. Although LERU are not a partner in the project, the issue is of TDM is of great relevance to LERU’s members and we were very pleased to be working together for this event.

Dr Ayris explained the purpose of the workshop – to hear more from the Commission funded FutureTDM project which is looking at ways to improve uptake of TDM in the EU. The project chose to hold the workshop at the heart of the EU in order to reach as many stakeholder groups as possible active in the field of TDM and policy – and to hear their views. The workshop timing was no coincidence. Text and data mining is currently a very hot topic at the European Parliament with the copyright reform process ongoing.

The workshop was split into 2 sessions – the first, a formal panel looking at the what the project has been doing project and with a focus on its two most recent reports on economics of TDM and policy recommendations. The following project partners were our speakers:

FutureTDM Workshop

FutureTDM held a workshop in Brussels on 27^th of September with the European Parliament Digital Agenda Intergroup sponsorship which ensured that our message reached the EU policy audience and received as being objective. MEPs from the intergroup chaired workshop panels and gave the closing summary keynote. FutureTDM invited the Brussels policy community, the TDM stakeholder community and the FutureTDM board of advisors to this event. There has been a strong network of influence ensuring a high number of registration for the event (surpassing our room capacity of 80). A total amount of 61 attendees, including EU policy shapers, advocacy organisations and representatives from the Parliament Commission and Council, alongside the broader TDM community that we have been engaging with for the past year.

FutureTDM Website Poll Introduced

One of the ways in which we engaged the community was by a poll on what the community considered to be the biggest barrier. FutureTDM Platform visitors were asked to participate in the poll where we ask “What represents the biggest barrier to TDM uptake in the EU?” the website poll showed people thought the legal factors provided the main barrier. We asked the same question during the Knowledge cafe and interestingly the outcome is different where the participants of the Knowledge cafe said that education and skill was the biggest barrier.

Important Updates: TDM Exceptions

In September, the Commission published a draft of the Commission’s impact assessment “on the modernisation of EU copyright rules” and a draft for a new directive “on copyright in the Digital Single Market” were leaked. Later at 14 Sep, the Commission launched the long-awaited proposal for this directive, which includes an exception for reproductions made by research organisations to carry out text and data mining (TDM) for scientific research purposes. One of the crucial aspects for the scope of this exception, and the main question that FutureTDM was interested is: who is going to benefit from this exception?

Another exception is introduced as of October 7, 2016, the law on a Digital Republic (“République Numérique”) introduced an exception for text and data mining (TDM) in the French Intellectual Property Code, which provides some safeguards and opportunities with regard to conservation and communication of any reproductions made in the TDM process after the TDM activities are carried out.

Dissemination activities

FutureTDM has extended its library of awareness sheets. In total, nine awareness sheets have been created and in print form or online disseminated and it received good feedbacks from wide audience. Many interviews have been recorded and published online on FutureTDM’s video channel.

What are we talking about?

The Mars Express Power Challenge and the role of competitions in developing data analytics.

Who’s talking?

Helen from FutureTDM met with Advanced Concepts Team members Dario Izzo and Jorg Muller. Dario is the ACT Scientific Coordinator. He came up with the idea to hold the Mars Express Power Challenge competition. Jorg is working on its day to day running and the website Kelvins.esa.int on which it is hosted.

What’s this – a data analytics competition?

Yes! This competition is a pilot, the first of its kind at the European Space Agency. Its aim is to predict Mars Express thermal power in the next Martian year. That’s incredibly important to ESA because power efficiency improves the chances of getting more and better mission information.

Hold on, you are telling me that there’s an open competition to mine data fed back from Mars?

Exactly. Selected data (telemetry) from Mars has been made available for anyone – yes anyone – to mine and help come up with a means to prolong the life of the Mars Express mission.

A competition to stimulate interest in data analytics – I like it!

It has proven to be highly effective in the US. At Kaggle.com content miners are presented with problems posed by companies (and others) who make their data available to download and often offer substantial cash prizes. The victors also get to move up on the data analytics ranking system.

But is it really open to all, I mean, it sounds quite high level?

The Advanced Concepts Team at ESA hope that their data analytics initiative will encourage and inspire. Manyof the participants in the Mars Challenge so far are young researchers.

“Making data available and accessible means we can use TDM to catalyse scientific discovery”

So actually competitions can foster an interest in space and computer analytics and develop skills?

That’s the idea. It seems to have been effective in the US and with similar initiatives in the EU, we can show there is an alternative for young data scientists currently looking to the Silicon valley for their professional development.

What’s in it for the space industry?

The team hopes that with competitions like this, the potential of data analytics in this field can be demonstrated and that in Europe, we begin to develop this emerging technology as an integral part of scientific exploration. In the space industry, TDM possibilities are endless – from helping classify millions of star clusters in galaxies light years away to finding meteor impact craters and valuable remnants here on earth.

So why aren’t we doing more? What conditions need to improve if we are to maximise TDM uptake in the EU?

One of the key points is that data needs to be made available in a standard and accessible format, early on in the process. Different missions have different teams and data returns (and no one format to receive telemetry).

What benefits could the competition bring?

It will hopefully demonstrate the usefulness of the process to the space industry as a whole and also help to establish a community. This competition could find a way to increase efficiency of the Mars Express spacecraft, leaving power available for more science for less cost.

Actively Blogging on FutureTDM Platform

The consortium partners of FutureTDM have been actively publishing their own posts about the outcomes of the project and also the reflections on the new highlights in the field of Text and Data Mining, such as TDM Data Holders and Aggregators, TDM European Funded Projects and Infrastructures, Techniques, Tools and Technologies for TDM, A Practical Exploration of Mining the Scientific Literature, …etc.

More Insight into the Practice of TDM – FutureTDM Interviews

We contacted expert practitioners from different communities and economic sectors, in order to have a representation of different TDM involvement levels and working practices. This helps us to get a better understanding of evidence that is crucial for relevant policy making. The main purpose of the interviews was to get more insight into the practice of TDM from the perspective of those who work with the actual tools and data and we received valuable insights in the field of TDM.

FutureTDM at various Conferences

The month of October and November was full of interesting events: OpenCon, EU-Hackathon, Annual Meeting of ASIS&T and LT-Accelerate.

iCLIC Data Mining and Data Sharing Workshop

The iCLIC Data Mining and Data Sharing workshop took place on 23rd September 2016 at the University of Southampton, addressing very timely topics around the changing regulatory frameworks of copyright, database and data protection laws. FutureTDM was a contributor where the FutureTDM outcomes and scope were presented and shared with the workshop attendees.

FutureTDM at the EUhackathon

The theme of the 6th edition of the EUhackathon held in Brussels, 15^th November, was ‘visualising copyright evidence to inform the policy debate and support the decision-making process’. The foremost objective of the initiative was to raise awareness and encourage debate. The goal of the hackathon was to combine data and academic research from various sources to help create a clearer picture of the issues at stake in copyright, as sometimes the full story is difficult to grasp. FutureTDM provided some of the datasets to be used in the hackathon.

FutureTDM Awareness Sheets

Awareness sheet are one of the major dissemination materials of the FutureTDM, ranging from different themes such as stories, projects, organisations, challenges, tools…etc. Throughout the project, these materials has been published to raise awareness on an issue which may be of high interest to the relevant field, specifically, to the people who work in text and data mining, big data and data analytics. Awareness sheets are mainly created from expert reports, expert interviews and discussions through the Knowledge Café events and they cover a range of factors that have an impact on TDM uptake.

Recent dissemination events

The month of June was full of interesting events: Berlin Buzzwords, Campus Warsaw and Liber Conference in Helsinki

On June the 6^th, a Knowledge Café was organized at the Berlin Buzzwords 2016, a conference on storing, processing and searchability of large amounts of digital data. The audience was mainly composed of people working in tech companies, as well as researchers from universities and research institutions, and a large table was set up to discuss experiences with text and data mining (TDM) research, and legal, economic and technical barriers that currently hinder the wider uptake of this.

On Tuesday the 21th, of June, a Knowledge Café was hold at Campus Warsaw in Poland (operated by Google), a space for start-ups where they can share knowledge and experience. The participants covered a large spectrum of fields, e.g. lawyers, university representatives, public administration officers. The aim was to meet content mining stakeholders in Poland and discuss with them about the barriers they face.

The last event was hold in Helsinki on the 29^th of June as part of the LIBER Conference. The event included a presentation delivered by Dr Steven Claeyssens (Data Services Coordinator from the Dutch National Library), who presented a fascinating case study – mining Vogue magazine – and from Dr Peter Leonard (Director of the Digital Humanities Lab at Yale University Library), who outlined the US perspective from a renowned institution while showcasing an innovative means of ensuring enhanced patron interaction through TDM. The KC participants had the possibility to discuss four major topics, that is, education and skills, legal issues and content, technical and infrastructure, economic factors and incentives.

Review meeting

On Monday 4^th of July the consortium met in Brussels for the intermediate review meeting. After an intensive but productive rehearsal meeting hold the day in advance and a relaxing evening in a fancy Belgian restaurant, the participants were ready and well prepared for the review. The result then reflected the expectations: the PO and the reviewer were extremely satisfied for the work done during the first project period They also provided valid suggestions to further improve the outcomes of the FutureTDM, that the consortium will take into account during the second project period.

FTDM Workshop

On the 27^th of September the Europe Parliament will host the FutureTDM Workshop. The event plays a relevant role for the project itself as well as for the Commission: in fact, the Commission announcement on TDM has been moved to October, therefore the workshop can have a positive impact at Commission and Parliament level. The full day workshop will be structured in two major parts. In the morning two different panels will be organized to show the participants what are the major outcomes of the project till now (e.g. the latest video will be also shown) and to explain what FTDM project will be doing to help improve uptake and to discuss the key issues that emerged from the first phase. In the afternoon the format will follow the successful KC scheme, with invited participants from the expert advisory board and interested persons from different fields, and so called facilitators (project partners that moderate the discussion and facilitate the exchange of ideas).

Joint meeting FTDM-OpenMinTed

A special event, the joint meeting between the sister projects OpenMinTed and FutureTDM, will be held on the Greek island of Spetses on 12-14 September. OpenMinTeD and FutureTDM run in parallel and are sister projects about TDM in Europe. While OpenMinTed has more of a technical focus, both projects want to increase awareness of TDM among stakeholders in Europe, showcase best practices and build a TDM community. Therefore, the joint meeting will offer the possibility to deepen and extend the collaboration and to further plan joint activities like the FutureTDM symposium. Moreover, the location (Spetses is a very small island) will allow the participants from both the projects to very easily get together not only for the planned working activities, but also during breaks and leisure activities.

Project meetings with a special guest

Together with all partners, two consortium meetings were organized. They took place in Brussels (on February 26, 2016) and in London (on April 8, 2016) respectively. The former focused on the clarification of the main project aims and on its political and economic relevance. As special guest via skype Jean Francois Dechamp from the Directorate-General for Research and Innovation, emphasizes the special role of FutureTDM: “There is a copyright exception rule discussion in UK, France and within the EU commission. At now there is no clear solution about that point, but FutureTDM can contribute also in shaping this exception rule and in outlining the economic benefits coming from TDM not only related to research exception!” The latter dealt in particular with the work packages 3, 4 and 5 and the content of related deliverables and was hosted in a prestigious location, the British Library.

Assessment of existing studies, regulations and policies on TDM

The Work Package 3 is going to be finalized and the last deliverable will be submitted at the end on May. Deliverable 3.1 marked a first significant achievement for the project. As a matter of fact, this deliverable provides an overview of types of data and technologies that TDM experts are working with describes the global economic structure of the knowledge-based society and highlighted use cases for TDM uptake across all economic sectors. Deliverables 3.2 and 3.3 (which is going to be finalized in the days) identify regulations both on the European level and the national level, and the legal areas that potentially affect TDM activities. For each area, they describe the European regulations that have harmonised the particular area, whereas for the national level, the national regulations that illustrate how TDM may be impeded by national implementations or the cross-border differences therein. In addition, ‘good practices’ have been identified that can be used as inspiration in relation to the development of a new policy framework and guides for practitioners in the field of TDM.

Current TDM trends in Europe

The European landscape of TDM research, development and applications was depicted from different point of views, taking into account economic sectors, scientific areas and domains of activity and by exploring data relevant to the available technology and (research) infrastructure(s), the R&D investment (mostly in terms of funded projects), the research output (in terms of scientific publications produced), the resources and tools available for TDM as well as the commercial activity (in terms of companies and organizations investing, using and offering TDM services). Moreover, structured collections of knowledge and information resources on TDM were gathered and structured: these collections encompass single persons or group of people focusing on TDM (i.e. the expert, organization and project collections) and with technologies and resources useful for current and future TDM practitioners (i.e. methods and tools lists). These collections represent the foundations of the information that will be available on the FutureTDM platform.

The FutureTDM Platform is on line!

Though the development of the FutureTDM platform was planned for Month 14, the launch was already done during Month 9. At now it contains a blog section organized in six different categories (namely Community & Events, Education & Skills, Legal & Policies, Research & Insights, Stories & Cases, Technologies & Tools), a calendar of Knowledge Cafes and other community events, and a description of the venue. The platform will be regularly updated and populated with more and novel content. Structured collections of knowledge and information resources on TDM gathered by partners will be also available on the platform to build Stakeholder Map and TDM Expert Navigator modules. One tweet a day keeps TDM not far away

The official Twitter account increases its success: at least one tweet is a daily routine for this social channel. Live postings from Knowledge Cafés, conferences, interesting articles are only some the topics our account delivers. The success is outlined by an increasing number of followers which now overcame the 250 units!

FutureTDM Communication Channels

FutureTDM Communication Channels

The official project website was officially launched in October. The website is structured in different sections explaining aims of the project, partners involved and providing different kind of information regarding dissemination activities and any other event where the project is being presented. Parallel to that, the official Twitter account was created. Also in this case the aim is to increase visibility and presence of FutureTDM and related topics in social media channels. Moreover, this channel will be adopted as an important communication tool throughout the whole project duration and afterwards. Needless to say, Tweets about the project start and first presentations of FutureTDM were already posted.

First achievements

During the first months of the project some tasks (and related deliverables) have been already completed. Essential for the successful outcome of the project is the identification of relevant stakeholders and of the potential areas of engagement and strategies for cross-stakeholder fertilisation. To this aim, the consortium agreed on a precise roadmap: the first step is the identification of well-defined groups (or categories) of stakeholders, so that future engagement and communication activities can be tailored to meet their needs. This is a flexible model with potential to combine or add categories over the course of the project. The second step is the engagement of the stakeholders, along with a general timeline for the activities to be set out, so that it is clear what and when has to be done. The combination of engagement and communication activities will allow the project to reach and hear from the widest possible range of stakeholders in the field of TDM.

Disseminating FutureTDM

The project and the issues it tries to address have been presented in front of different kind of audience and at several venues. Notable examples among others are: firstly, the European Data Forum (November), where industry, research, policymakers and community initiatives met to discuss the challenges of Big Data and the emerging data economy and to develop suitable action plans for addressing these challenges. Secondly, the DISH conference in Rotterdam (December), where a workshop entitled “The future’s all mine!” was organized. In this case, the aim was not only to present the project, but also to describe and discuss the current European situation in the Text and Data Mining (TDM) field. As a matter of fact, TDM is far less prevalent in Europe than in other regions, like United Stated and Asia. Then, in order to change this situation, the European Commission decided to fund two projects (namely FutureTDM and OpenMinTed ) to look into removing barriers to TDM. The venue gave therefore the possibility to get in touch with potential stakeholders and possibly gather their interest in the topic.

Planning the future steps: Knowledge Cafes

The partners are discussing about where and when to organize so called Knowledge cafés. A Knowledge Café is a half-day event (3-4 hours) providing an informal opportunity for 20-25 stakeholders to interact and a forum for discussion on TDM and the FutureTDM project goals. The aim is to locate 4-6 host venues in different European cities with appropriate rooms for informal group discussion over refreshments. Each café will discuss four identified themes, that is, legal clarity, economy, technical infrastructure, and research environment, practices and services. Participants will circulate around tables for group discussions under Chatham House rules so they can speak freely without direct attribution of comments unless consent is provide. The first events are planned for February 2016, at the British Library, London, UK, with a focus on funders and content provider stakeholder groups, and for March 2016, in Berlin, Germany, where the focus will be on economy. Still under evaluation are events co-located with relevant conference in the field, such as the International Conference on Language Resources and Evaluation (LREC 2016) in Portorož, Slovenia, the 20th International Conference on Electronic Publishing (ELPUB 2016), in Göttingen, Germany, and the 11th Annual Conference on Open Repositories (OR2016), in Dublin, Ireland.
