Consequently, new funding opportunities for public innovation procurement have been created, for instance under HORIZON Europe. The EU hereby differentiates between Pre-Commercial Procurement (PCP), focused on the procurement of tailored solutions not yet available on the market; and Public Procurement of Innovation (PPI), the early adoption and adaption of innovative solutions, not available on a larger commercial basis, to the requirements of the public buyers.
