ReIncluGen: European Research Project Maps New Ways to Strengthen Support for Migrant Women

ReIncluGen concludes with the launch of the photobook „Whispering Truths in Many Ways and Places“ and a public event on 18 December 2025

After three years of in-depth research across five European countries, the ReIncluGen project Rethinking Inclusion and Gender Empowerment is concluding with the presentation of a new photobook created together with migrant women and a public community event in Vienna. The closing event will take place on 18 December from 13:00 to 19:00 at the premises of The Orient Express learning centre Schönngasse 15-17, 1020, Vien and will bring together migrant women, civil society organisations, practitioners, and community members to share the project’s results and celebrate its collaborative outcomes.

A Photobook Giving Space to Women’s Voices

A central outcome of the project is the photobook Whispering Truths in Many Ways and Places. Developed through participatory visual and narrative methods, the photobook brings together photographs and stories created by women who took part in ReIncluGen’s research in Austria, Belgium, Italy, Poland, and Spain. It captures everyday moments of strength, care, uncertainty, creativity, and belonging, focusing on how empowerment is lived and felt rather than formally defined.

The book highlights spaces where women feel safe, relationships that sustain them, and activities that support confidence and self-determination. By doing so, it offers perspectives that are often missing from public debates and policy discussions. The photobook stands as a key result of the project, translating research findings into an accessible, human-centred format for a wider audience.

About the ReIncluGen Project

ReIncluGen is a three-year European research project that brought together partners across five countries to better understand how migrant women experience empowerment, navigate institutions, and access support services. The research combined in-depth interviews with migrant women, close collaboration with civil society organisations (CSOs), and comparative media analysis to build a multi-layered understanding of what inclusion can mean in everyday life.

The project shows that empowerment is not a single or uniform process. Women’s experiences are shaped by legal status, language, care responsibilities, personal histories, trauma, and access to rights and services. While national gender equality and integration frameworks provide important reference points, many women benefit most from support that is long-term, flexible, and closely connected to their lived realities. Moreover, every woman defines her individual understanding of what empowerment means for her.

Across all research phases, CSOs emerged as essential actors. They provide first-language counselling, legal advice, childcare, psychosocial and trauma-informed support, safe social spaces, and opportunities for community building. Their work creates trusted environments where women can regain confidence, make informed decisions, and explore education or employment pathways at their own pace.

Insights from the Austrian Research

The Austrian case study combined interviews with migrant women, participatory research with CSOs, and analysis of media debates related to gender empowerment and inclusion. Together, these strands offer a detailed picture of how empowerment is supported, enabled, and sometimes constrained in practice.

Key insights:

Empowerment goes beyond employment and language acquisition.
Women described empowerment as closely linked to safety, legal certainty, stable housing, emotional well-being, and the ability to participate socially and culturally.
CSOs play a central role in everyday inclusion.
They often act as first points of contact, offering trusted and accessible support in women’s first languages. Their work is particularly important for women experiencing violence, isolation, or legal uncertainty.
Continuity and stability matter.
Short-term and project-based funding models can limit long-term planning and staff stability, affecting programmes that rely on trust-building and gradual engagement.
Access to services remains uneven.
Legal status, documentation requirements, and language barriers can delay access to childcare, counselling, education, or mental health support, increasing vulnerability at critical moments.
Community-based and creative approaches are highly valued.
Peer groups, storytelling, arts-based activities, and first-language literacy support were repeatedly highlighted as effective in building confidence and supporting participation, even when their outcomes are not easily measured.
Public debates often overlook women’s everyday realities.
Media coverage tends to focus on ‘integration’ challenges, which are defined in a problematic way, or on political framing, while women’s lived experiences, aspirations, and contributions remain largely invisible.

The findings point to a clear opportunity: empowerment is strongest when policies, institutions, and community actors work together, and when services are stable, inclusive, and able to respond to women’s diverse realities. ReIncluGen encourages building on the strengths already present in Austria’s support landscape while reinforcing the long-term structures that make empowerment possible

Closing Event

The ReIncluGen closing event will take place on 18 December from 13h on at The Orient Express learning centre in Schönngasse 15-17, 1020, Vienna. The programme will feature the presentation of the photobook Whispering Truths in Many Ways and Places. A Photobook by Migrantised Women Across Europe, reflections from migrant women who participated in the project, and insights from the Austrian research team. The event will also offer space for dialogue and informal exchange among community members, practitioners, and researchers. Multi-media approaches will highlight various women‘s stories and experiences, and the presentations will be accompanied by a small buffet It marks the conclusion of the ReIncluGen project and provides an opportunity to reflect on its findings, celebrate the women’s contributions, and discuss future pathways for inclusive and sustainable support.

ReIncluGen: Participatory Action Research. An Evaluation of CSO Practices on Empowerment and Inclusion.

Within the past half year, SYNYO and the other academic partners within the ReIncluGen consortium, have conducted participatory action research. This entailed the selection of three or more civil society organisations (CSOs) per country, as well as the selection of three or more practices that promote gender empowerment and inclusion, especially among migrant women. These practices were then jointly discussed in several sessions, with the aim of evaluating their respective impact and derive potential improvements.

The case of Vienna, Austria

The case of implementing participatory action research in Austria was special, as on the one hand, SYNYO decided to collaborate with CSOs we had previously already worked with and, on the other hand, SYNYO took over the role as ‘critical friend’ – which was originally foreseen for another CSO. The reason for this decision was the concern of participating CSOs that they would not open up and engage critically enough with their own practices in the presence of other external colleagues for fear of being judged. Therefore, in Austria the ‘critical friend’ role was played by SYNYO as external to the whole field, but at the same time, familiar with the project.

The research

During the evaluation process, CSOs assessed seven distinct practices: German language courses, German alphabetisation courses, emergency housing (with a particular focus on the admission process), social and legal counselling, and social accompaniment. Over the course of several months, four focus group discussions (FGDs) were conducted with each participating CSO. These discussions allowed the CSOs to link their overall work and context to the specific challenges they aim to address and the practices they implement to tackle them. Participants in each FGD included team members performing various tasks and holding diverse positions within the organisational hierarchy. This structure fostered broader discussions and brought forth multiple perspectives. The presence of the SYNYO team further encouraged participants to reflect on their practices and explain them step-by-step to an external audience, which, in some cases, helped clarify and illuminate certain processes. The findings will be comparatively analysed in a cross-country report by the University of Antwerp as part of the final deliverable. Additionally, best practice examples from project organisations and beyond are made available on QUWA.

The findings

Overall, the CSOs identified similar social challenges and problems, they seek to minimise with the practices and activities they offer. While one CSO defined the social problem as “disadvantages in society and discrimination”, another CSO spoke of gender-based violence (GBV) in a broader sense, stretching from physical violence to psychological but also societal and structural forms of violence, that can also be understood as gender-based discrimination. The last CSO also identified GBV as their focal social problem, with a narrower focus on physical and psychological violence within family structures, as well as potentially forced marriage and abduction.

The target groups for whom the practices and activities are tailored are women and girls with a migration background. Nonetheless, the age group targeted depends more strongly on the activity and practice, as does their country of origin and whether or not they are first- or second-generation migrants.

When evaluating the impact of the practices, more positive than negative ones were identified, however the impacts evaluated are mainly short-term as most projects and activities are inherently designed for a limited time frame. Thus, upon completion of the practice or activity, may it be a language course or accommodation in the emergency housing, the client is expected to have been empowered at least to the point that she does not need to utilise this practice or activity further. To respect their privacy, no evaluation of the practice has followed up on clients throughout several years after having utilised these practices.

Lastly, common themes in regard to potential improvements of the respective practices and activities, were a lack of funding and a wish to be able to provide better services to more clients in need and lastly, to extend the services offered. The staff members of the participating CSOs stated that neither financial means, nor personnel capacity or the project duration are sufficient. All of these aspects depend strongly on the funding cycle and funding schemes which were heavily criticised. Funding cycles operate on an annual basis, thus staff members need to apply to funding agencies once a year taking time from their actual positions and off the practices and activities. Despite a practice having been continuously funded throughout the past years, CSOs can never be fully sure to receive funding for the next year.

Upcoming events

The traveling photo exhibition, which was developed as part of the ReIncluGen project, is coming to Vienna on January, 22nd 2025. It will take place in the Brunnenpassage from 6-10pm and is open to the public. This event enables women to speak about themselves and their stories through the art of photography. Additionally, the evening will be accompanied by music from the Emilia Miran Band.

ReIncluGen: On what it means to be a woman. Interviews, focus groups and photography

In the past half year, SYNYO and the respective academic partners have transitioned from desk-based to field research. Two additional CSO partners per country have been attracted to collaborate in the research. First, academic partners conducted research with each CSO who in addition served as contact points to gain access to migrant women who benefit from their services. Thus, research with migrant women on their conceptualizations of gender empowerment has started as well. Lastly, during the second consortium meeting, which the Italian partners hosted in Rovereto, future steps of the project have been discussed.

Our Latest Research Activities

If you have followed up on ReIncluGen, you will know that in the first year the consortium partners successfully refined the qualitative methodology, conducted research on the policies promoting gender equality across the five case studies – Austria, Belgium, Italy, Poland and Spain – and analysed overall attitudes towards gender equality in the respective countries. Thereby, the groundwork has been laid out on which we can now build our own original empirical research. In this regard, SYNYO supported by the other Austrian consortium partner Orient Express, was able to effectively recruit further civil society organisations (CSOs) to gain access to migrant women, the social counsellors and teachers working with these women. The organisations all aim towards empowering women by increasing the women’s German language skills, general as well as country-specific knowledge, and fostering their independence.

Furthermore, the chosen organisations will remain anonymous, in order to safeguard the privacy of the women visiting their activities. The organisations, however, reflect a part of Vienna’s CSO landscape, offering women language courses, information workshops, legal counselling, therapy and simply a safe space. Most of the women visiting one of these organisations are mainly first-generation migrants, coming from Turkey, Iran, Afghanistan or Syria. SYNYO decided to use translators to allow the women to speak in their mother tongue, increase their trust in the project and guarantee an in-depth understanding of the topic on both sides.

From September onwards SYNYO has conducted thorough fieldwork which will continue into the first quarter of 2024:

Three focus group discussions with staff working at the CSOs to better understand the way they conceptualize gender empowerment and inclusion and how this is reflected in their work, what activities they provide and which of these are deemed effective and why.
Three focus group discussions with the women visiting the respective CSOs. We aim to interview approximately six women per discussion.
20 points of observation per CSO to observe how their activities are carried out, how the staff interacts with each other, with the women and how the women interact with each other as well.
30 photo-voice interviews with ten women per CSO. Each photo-voice interview consists of three points in time, the first in which the declaration of consent is discussed as well as the women’s life trajectories and definitions of gender empowerment. The second will provide time for discussing the photos the women took and why they are important to them and the last session will encourage the women to reflect on the whole interview process and photo-taking.

So far, SYNYO has conducted ten full photo-voice interviews and two first-sessions. Three focus group discussions were held, one with the clients of Orient Express and two with the staff of two of our CSO partners. Observations have been ongoing as well, leading up to almost 35 points of contact by the end of the year across all three CSOs. Transcriptions of the interviews and focus group discussions have begun, and will be used to analyse the written data via the program MaxQDA.

Focus points of the analysis are the women’s life trajectories, how their life has changed due to their migration, how they perceive “being a woman” to have influenced their life’s course, their view of the CSO’s work and their understanding of gender empowerment. This content analysis serves as a basis for the country report of each partner country and will then feed into the deliverable of this work package, the comparative report, led by the Spanish university partners. The photos, the women have taken in the course of the interview, will be made public and shared via a travelling and local photo-exhibition as well as a photobook. Each woman was invited to submit at least one photo with a brief quote on what it signifies for her in the context of gender empowerment and generally being a woman.

Further Developments & Future Milestones

From the 27^th to the 29^th of September the 2^nd consortium meeting was held in Rovereto, Italy. The meeting gave the consortium members the possibility to discuss their respective experiences with conducting fieldwork with and within the CSOs, plus how the CSOs perceived the research and what the research could offer the CSOs in return. Here, the development of the digital platform is of major relevance, as it aims to be used by CSOs and is therefore built based on the needs and desires of the respective CSOs.

Another discussion point was the photovoice art exhibition and the photo and essay book. Concrete plans were made for the schedule of the travelling exhibition, the selection process of photos, and the format of the exhibition and the photobook.

ReIncluGen: On gender equality and migrant women in Europe. Current findings and outlook.

In order to gain a better understanding of how gender equality is practiced in all five consortium countries, a comparative study of gender attitudes was conducted as well as secondary quantitative analysis. Separately, the qualitative research has been conventionalized in greater detail and guidelines on the ethics, the photo-voice interviews, focus group discussions and observational fieldwork have been laid out.

Differences in Gender Equality across Austria, Belgium, Italy, Poland and Spain

Regarding the comparative analyses of gender equality attitudes many differences were made out between the countries. While all countries endorse gender equality on a legal basis, they differ in how far these policies are put into practice, especially as in 2020 Poland opposed the EU plan to “promote gender quality and women’s empowerment”. Women’s rights have been further undermined by Poland’s Anti-Abortion law which was adopted in January 2021.[1] Plus, regarding migrant women, it is Poland that faces the greatest challenges in integrating in the labour market and society properly.

In order to obtain a better understanding of how gender equality has evolved in Europe, where inequalities still prevail and how this varies across the five European countries (Austria, Belgium, Italy, Poland, Spain), the partners UNITN analysed the European Value Survey as well as the European Social Survey. Although Europe has become more equal concerning gender in the past 30 years, women generally adopt a more egalitarian standpoint regarding gender equality. Plus, women are still more likely to be paid less or be involved in unpaid care work even though women generally have a better education than men.[2]

Although there has been an increase in both women in the labour market and women obtaining higher education from 2002 to 2018, Austria yet is the only of the countries studied in which men have higher chances of completing tertiary education. Furthermore, the gender pay gap has decreased since 2010 it nevertheless remains the second-highest in Europe (with 18.8 percentage points compared to 12.7 as the European average). [3] [4] [5] Unfortunately, when regarding Austria it was found that even though the support for mothers of preschool kids who work has increased around 40 % in the past three decades, still only around half of the Austrian population endorses mothers of preschool kids to work in 2017. Moreover, the attitude towards women joining the workforce has plateaued since 2007. Lastly, the support of women’s family and social roles has also increased in the past thirty years, albeit not majorly (~20 %).[6]

Co-Defining Guidelines for the Qualitative Research Strategy

ReIncluGen, as mentioned above already, is defined by its participatory action approach that seeks to include not only academic partners, but also social workers of the respective civil society organisations (CSOs) and migrant women who participate in the activities of these CSOs, directly in the research. Thus, in line with the participatory action research the CSOs were strongly involved in the guidelines’ conception, which was spearheaded by SYNYO. This means that participants’ views and preferences are involved, discussed together and reflected upon during the general assembly meetings, by all academic and CSO partners. Ethics guidelines were conceived for all work packages encompassed by ReIncluGen. Plus, in order to fully understand the womens’ conceptions of empowerment, research methodologies such as photovoice-interviews, focus groups and observational methods will be applied.

Further Achievements

The first meeting for the co-development of a digital platform was held on the 26th of June. All consortium members and CSOs were invited to participate and share ideas, in order to make the platform as useful for future research and European wide collaboration between CSOs working towards gender equality.
On the 20^th of June SYNYO participated in a workshop on trauma-informed research, organized by the University of Antwerp with Emmy Tiderington – associate professor at the Rutgers University – and Jordan Goodwin – doctoral candidate at Rutgers University – as key-speakers. This topic is of great importance when conducting research on vulnerable populations, such as migrant women as they might especially be subjected to having experienced trauma. It is equally important not to retraumatize them as well as the researchers themselves, when asking them about their life stories.

ReIncluGen: Launch of the project to empower migrant women in five European countries

Equality between women and men has been enshrined in the EU’s Treaty of Rome¹ since 1957. However, discrepancies between them in terms of work, health, education and finances still exist in all EU-countries.²Although inequality has steadily decreased since 2010, there have been setbacks in several domains due to the Covid-19 pandemic and also other factors.³Migrant women occupy a particularly vulnerable position that leaves them in greater need of support.⁴This is where ReIncluGen sets off and aims to develop measures to empower migrant women.

Since January 1, 2023, a total of eleven project partners from five countries have been working on ReIncluGen – “Rethinking Inclusion and Gender Empowerment: A participatory action research”. The project is led by the University of Antwerp and also involves the Universities of Barcelona, Trento and Warsaw. The civil society organizations FMV (Belgium), Feminoteka (Poland), Fundaction Intered (Spain), Nosotras Onlus (Italy) and Peregrina (Austria), as well as Kunlabora (Belgium) and SYNYO (Austria) complete the consortium.

A total of 390 person-months will be incurred across the eleven organizations. The project is funded by the EU-Call “HORIZON-CL2-2022-TRANSFORMATIONS-01”.

Peculiarities of the project

The close cooperation of scientific and civil society organizations (CSOs) represents a unique selling point of ReIncluGen. This particular participatory (methodological) approach was chosen to actively involve CSOs in the entire research process, build on their knowledge, and facilitate contact with migrant women and their needs.⁵ To understand their respective conceptualizations of gender empowerment, one CSO per country was directly included in the project and two more are to be studied in each of the case study countries. In turn, 150 to 200 migrant women will be able to state their opinions and perceptions through discussions in focus groups.

Another special feature of ReIncluGen is the perspective of situational intersectionality⁶. Migrant women’s experiences of inequality vary from country to country, depending on the period under study and whether they are affected by further disadvantages (e.g. based on class). Accordingly, their needs in terms of gender empowerment and the measures that CSOs take vary. With the help of the perspective of situational intersectionality, the respective conditions of the five countries, at different points in time, can be reflected, and compared with each other and suitable strategies can be derived.

Project objectives

The main objective of the project is to empower migrant women and girls with regard to their gender equality in their respective partner countries and beyond. This is to be implemented through the following four objectives:

The formulation of policy recommendations. Here, the contexts in which the respective CSOs operate will be mapped out, on the legal, political and social levels.
A travelling art exhibition and a photo/essay project. These are based on the personal experiences of the migrant women involved and their understanding of gender empowerment.
Development of a digital platform, which includes an amalgamation of gender empowerment measures within, and enables networking and knowledge sharing among the respective CSOs. Based on the evaluation of already implemented measures, these will be developed further and new ones designed. The platform will be made accessible to all CSOs, not only to those involved in the project. Finally, the website will also serve as a quality assurance tool, allowing CSOs to evaluate the effectiveness of their measures and to account for them at the same time.
Lastly, a toolkit containing strategies for media to actively practise gender empowerment externally and internally, within their own organization, will be developed. For this purpose, a discourse analysis will be conducted to identify the most important country-specific and cross-country issues and to analyze the extent to which media discourses and the work of civil society organizations influence each other.

SYNYO will primarily lead the discourse analysis, but will also be involved in the research conducted. Furthermore, the project results will be recorded on the project’s own website, national and international conferences for academics and non-academics will be held, local, national and European political stakeholders will be informed and publications in scientific journals are also aimed.
