NOTIONES

Technological advancements have presented practitioners with new opportunities to improve the intelligence process, but have also been exploited by actors like terrorists, creating new challenges and threats. Consequently, NOTIONES will establish a network, connecting security and intelligence practitioners with industry and academic stakeholders, in order to monitor technological opportunities, advancements and best practices as well as to define and refine requirements and standardization needs.

Novel technologies have presented practitioners with new opportunities to improve the intelligence process, but have also been exploited by actors like terrorists, creating new challenges and threats. Consequently, the timely identification of emerging technologies and analysis of their potential impact, not only on the intelligence community but also on terrorist or criminal organisations, is crucial.

However, time constraints can hinder intelligence practitioners from staying informed on the most recent technological developments, especially before they reach market maturity. This can for instance delay efforts to adapt these technologies to the needs of the intelligence community, while also hindering the early definition of countermeasures to respond to related changes in the threat landscape. 

In order to address this challenge, NOTIONES, which derives its name from a Latin lemma referring to “being informed”, will establish a network to connect researchers and industries with the intelligence community. This network will facilitate exchange on new and emerging technologies but also equip solution providers with insights on the corresponding needs and requirements of practitioners. 

For this purpose, several distinct working groups, designed to discuss and analyse specific technology areas and related needs of the participating practitioners, will be established. The outcomes and insights gained during these discussions will be refined and finalised through five workshops, dedicated to the internal network of NOTIONES, before being disseminated through five conferences in order to expand the created network to a wide number of other practitioners as well as industrial and academic stakeholders. Alongside, NOTIONES will produce periodic reports containing technological roadmaps, priorities and recommendations for future research projects and development activities.

Project

In order to achieve these goals, NOTIONES, which stands for “iNteracting netwOrk of inTelligence and securIty practitiOners with iNdustry and acadEmia actorS” and is coordinated by the Fundacion Tecnalia, connects 29 partners from 20 different countries, ranging from universities and research organisations to solution providers and security practitioners. 

In detail, the consortium is comprised of the Fundacion Tecnalia, Zanasi & Partners, the Laurea University of Applied Sciences, the Bulgarian Defence Institute, the Defence Research Institute, the Intelligence Culture and Strategic analysis, the Bar-Ilan University, the Agenzia per la promozione della Ricierca Europea, Teknologian tutkimuskeskus, Expert.ai, SAHER, MarketScape, Tecoms, SYNYO, Police Service of Northern Ireland, the Bulgarian State Agency for National Security, Leso Leonardo, the financial intelligence unit of Latvia, Granicna Policija Bosne I Hercegovine, the International Security and Emergency Management Institute, the Kharkiv National University of Internal Affairs, the Estonian Police and Border Guard Board, the Ministry of Internal Affairs of Georgia, the Masovian Police, the Swedish Police Authority, the Portugese Ministry of Justice, the Military Academy Skopje, The University of Applied Sciences – Police Affairs and Ertzaintza. 

Combined these partners will invest a total of 446.3 person months into the NOTIONES project, which will run for 60 months. As leader of the dissemination and communication work package, SYNYO will ensure the connection of NOTIONES with other initiatives in this area, drawing from its own network and related projects, and is also engaged in the research and technology monitoring activities.
